FA Announcement Regarding Step 3 & Step 4 League Structure

At their recent meeting, the FA’s Leagues Committee decided the principles to be applied when allocating clubs at Steps 3 and 4 for season 2018/19.

The Committee decision was taken after hearing the results of two exercises, the first using the tables at the end of season 2016/17 and the second based on the tables as at January 2nd, 2018.

At Step 3 the decision is to implement a north division (administered by the Evo-Stik Northern Premier League), a central ‘band’ from the east coast to the west of Birmingham, together with a south west division (administered by the Evo-Stik Southern League) and a south east division (administered by the Bostik Isthmian League).

At Step 4 there will be seven geographic areas, with the Isthmian League having responsibility for three divisions, the Southern League for two divisions and the Northern Premier League will be responsible for clubs in an area from just south of Nottingham up to the Scottish border, which will be split into two divisions as it is now.

The Northern Premier League is calling a meeting of its clubs to decide whether to remain with a north/south split or to change to an east/west allocation.

In issuing the decision, an FA statement said: “It is emphasised that this is a guide only at this time. We have deliberately not included names of clubs because the full allocation can only be made when the identities of the constituent clubs are known.

“It is clarified that this is for season 2018/19 and the make-up of clubs in future seasons may alter this approach”.

Looking Back At The 1983/84 Season…..

It was another good year for the Gola League – the title then for the National League – as it had two of its teams in the FA Trophy Final for the third successive season as it began to dominate non-League football`s top cup competition.

Northwich Victoria, for the second time in three seasons, and Bangor City, battled out a 1-1 draw at Wembley before the Vics triumphed 2-1 in the replay at Stoke City, thanks to a Colin Chesters penalty and a John Anderson goal in front of only 5,805 fans.

Maidstone United went one better than in 82/83 by clinching the title, pipping Graham Carr`s Nuneaton Borough by one point on the last day of the season after Boro had led the table since late January.

The Stones under Bill Williams had a good side with England semi-professional stars John Bartley, Mark Newson, Brian Thompson, Nicky Ironton and keeper Derek Richardson as well as former Spurs and England winger Peter Taylor in their ranks.

Nuneaton were arguably the more exciting side to watch, with Paul Culpin and Trevor Morley in attack and Richard Hill in midfield, but just fell short in the end.

Trophy finalists Bangor and Trowbridge Town were relegated.

Also proving a success this season was the three points for a win initiative and the two substitutes experiment!

Barrow and Dartford replaced Bangor and Trowbridge – Barrow as champions of the Northern Premier League and the Darts as winners of the Southern League – the Isthmian League were still a year away from being involved in direct promotion and relegation.

Dartford were in a battle with Fisher Athletic for the Southern League title after early runaway leaders King`s Lynn faded.

It became something of a three-horse race between Chelmsford City, Fisher and Dartford in the end before the Kent side triumphed.

Their manager was John Still – amazingly going strong still as manager of Dagenham & Redbridge.

He possessed a prolific scorer in Tony Burman – the current manager of the Darts – as well as experienced hands like George Borg, Bobby Makin and Joe Simmonds.

The Northern Premier League was dominated by three clubs in 83/84 – eventual champions Barrow, FA Trophy semi-finalists Marine and South Liverpool.

In the end, the Bluebirds won the title by a whopping 20 points from Matlock Town and South Liverpool in joint second.

Out of 42 games, Barrow won 29, drew 10 and lost just 3, scoring 92 goals and conceding just 38.

Their front three of Colin Cowperthwaite, Barry Diamond and Frank Gamble scored 75 between them.

However, Barrow suffered a blow after winning promotion when manager [b]Vic Halom[/b] quit to take over at Fourth Division Rochdale.

Former Oldham keeper Peter McDonnell took over as player-manager, but only lasted until November.

Staying in the north, Stalybridge Celtic were crowned champions of the recently-formed North West Counties League First Division.

Penrith were second and Radcliffe Borough third and Burscough fourth.

Interestingly, lower down the table were Curzon Ashton, Lancaster City, Accrington Stanley and Leek Town, while finishing second-bottom were Ashton United!

Winning the Second Division in 83/84 were Fleetwood Town and Clitheroe were crowned champions of the Third Division.

The bottom two in the Second Division incidentally were Salford and Nantwich Town!

Spalding United won the Northern Counties East League Premier Division title with Arnold Town as runners-up.

Lower down the Premier Division table we find Alfreton Town, Guiseley and Belper Town, while finishing third to champions Pontefract Collieries in Division One North were Farsley Celtic with Ossett Albion, Harrogate Town, Scarborough, North Ferriby United trailing, and Ossett Town finishing bottom.

In Division One South, Borrowash Victoria were champions, with Sheffield FC and Lincoln United below.

The (Drybroughs) Northern League still stubbornly remained outside the Pyramid.

Their champions in 83/84 were Blyth Spartans, with North Shields as runners-up and Whitby Town third.

Spennymoor United finished eleventh.

The Southern League back then was split into Midland and Southern divisions below the Premier and in 83/84, [b]Willenhall Town[/b] saw off the challenge of Shepshed Charterhouse (now Dynamo) and Bromsgrove Rovers to win the Midland Division title by 5 points.

Finishing bottom were Tamworth, with Forest Green Rovers in eleventh!

RS Southampton (Road Sea) were winners of the Southern Division by 9 points from Crawley Town.

The Hampshire outfit were to only last another three years before being dissolved and their ground sold to Southampton FC for training purposes.

Winning Division One were Windsor & Eton with Epsom & Ewell and Wembley second and third respectively – Maidenhead United, Boreham Wood, Hampton, Woking, Oxford City and Kingstonian were all lower down the table.

Division Two champions were Basildon United, with St Albans City as runners-up.

Lower down could be found Hungerford Town, Grays Athletic, Hemel Hempstead Town and Horsham, who finished bottom.

Redhill won the Athenian League and Godalming Town were champions of the Combined Counties League.

The Essex Senior League was won by Heybridge Swifts, with Canvey Island and East Thurrock United both finishing mid-table.

Collier Row won the London Spartan League with Merstham, Greenwich Borough and Waltham Abbey below, while Shefford Town were South Midlands League winners – Royston Town finishing second-bottom and Biggleswade Town being fourth-bottom of Division One!

Halesowen Town won 32 of their 38 games to claim the West Midlands (Regional) League Premier Division title with Hednesford Town as runners-up.

Chasetown finished second-bottom and the likes of Gresley Rovers and Rushall Olympic in mid-table.

Almondsbury Greenway were Hellenic League champions, winning the title by eight points from Moreton Town.

Lower down the table were the likes of Thame United, Northwood and Didcot Town, while below Division One winners Morris Motors were Yate Town, Bishops Cleeve, Cirencester Town and Kidlington.

Buckingham Town sealed the United Counties League Premier Division title hy eight points from Baldock Town.

Stamford finished third and also reached Wembley that season in the final of the FA Vase before losing 3-2 to Essex Senior Leaguers Stansted.

Stevenage finished sixth and St Neots Town were bottom with just three wins all season!

Braintree Town won the Eastern Counties League on goal difference from Wisbech Town, having scored an incredible 125 goals in 83/84.

Lowestoft Town, Sudbury Town, Bury Town, Histon and Soham Town Rangers finished lower down.

Midland Combination League champions were Studley Sporting, who finished a point ahead of Coleshill Town.

Evesham United finished eighth just in front of Stratford Town with Solihull Borough and Cinderford Town lower down.

Sittingbourne won the Kent League from Sheppey United, with Hythe Town, Faversham Town and Herne Bay lower down and Ramsgate bottom.

Sussex County League winners in 83/84 were Whitehawk, who finished three points in front of Littlehampton.

Hastings Town and Burgess Hill Town were lower down the table.

And finally, winning the Western League by two points were Exmouth Town from Saltash United.

Barnstaple Town, Frome Town, Bideford, Bristol Manor Farm, Taunton Town, Mangotsfield United, Weston-super-Mare and Chippenham Town were also members of the Premier Division, while Paulton Rovers, Wimborne Town, Larkhall Athletic and Tiverton Town were all languishing in the First Division.

Paul Pogba Body Double Joins Boro!

Bostik League North club Haringey Borough have signed Manchester United star Paul Pogba`s body double!

Well-travelled forward Josh Oyinsan scored 6 goals in twenty-two appearances for Evo-Stik South Premier side Royston Town earlier this season before dropping a division to sign for Bostik South outfit Walton Casuals last month.

Oyinsan started his non-league career at Bromley before spells with Metropolitan Police, Maldon & Tiptree and Potters Bar Town.

He later featured for Histon while a part of the Nike Academy, as well as Billericay Town and Dunstable Town.

He made just three appearances for the Stags before leaving and made his Boro debut in Saturday`s 3-0 home win over AFC Sudbury.

Give Young Non-League Managers A Chance

SkyBet League Two side Swindon Town have just appointed Phil Brown as their new manager.

Nothing particularly wrong with that in in itself – the former Bolton Wanderers number two did a reasonable job at Southend United in a five-year spell and led Hull City into the Premier League for the first time in its history.

But it`s another example of the Football League especially re-cycling its managers instead of looking a little lower down the Pyramid at some outstanding young candidates, especially in the Vanarama National League.

League One Walsall sacked John Whitney and one of the names being bandied about as a possible successor is current Wrexham boss Dean Keates.

The 39-year-old has turned the Dragons into a serious title challenger this season, but the Saddlers are his home-town club, and one he played for and won promotion with twice in two spells.

Keates took charge of Wrexham in October 2016 following the dismissal of Gary Mills and signed a new three-and-a-half-year contract last February, which may put off possible suitors.

Keates is one of several young managers who are doing terrific jobs with teams in the top tier of non-League football.

Luke Garrard at just 32 is earning rave reviews for the job he`s doing at Boreham Wood who, like Wrexham, are pushing hard for a top seven finish.

Garrard has been in charge since October 2015 and is the youngest boss in England’s top five divisions.

He joined Wood as a player in 2005 and has led them to sixth place and the Emirates FA Cup Second Round this season.

But, like Keates, he too had his potential recognised and was awarded with a new contract which takes him up until the end of the 2019/20 campaign.

AFC Fylde`s Dave Challinor also signed a new two-year contract in June after guiding the Coasters into the National League.

The 42-year-old took over in 2011 and won his third promotion with the side since joining from Colwyn Bay.

A former Tranmere Rovers, Stockport County and Bury central defender, who made over 400 appearances as a professional, became well-known for his enormously long throw-ins.

But he`s another highly-thought of young boss who has the club on the cusp of the play-off race this season after they took a while to adjust to the higher level.

Last Friday saw 34-year-old Daryl McMahon earn February`s manager of the month award after guiding his team from an inconsistent start to the New Year to four consecutive wins to resurrect their play-off challenge.

McMahon, who is a former Fleet player, was appointed manager in April 2015.

He led the club to two successive play-off finals, winning promotion at the second attempt with a 2-1 victory over Chelmsford City last May.

But he too has been tied down – Fleet quickly recognising his potential – signing him up on a new five-year contract last summer.

Gateshead`s Steve Watson has the best playing CV of the young bosses in the National League.

Now 43, Watson was capped by England at B and under-21 level and made over 200 appearances for Newcastle United and 125 for Everton in the top flight as well as spells with Aston Villa, West Bromwich Albion and Sheffield Wednesday.

After retiring as a player, he helped former Newcastle team-mate Lee Clark as a coach at Huddersfield Town and Birmingham before becoming assistant-manager at Macclesfield Town in the summer of 2016.

Gateshead appointed him as their new manager, following Neil Aspin’s departure for Port Vale, last October.

His background and a decent run of form since taking over at the International Stadium could make him a target for higher level jobs.

In contrast, few in non-League football had heard much of Anthony Limbrick when he was handed the Woking job last May.

But at 33, the Aussie who learned a lot of good habits from Mauricio Pochettino at Southampton, has take the eye with the Cards` performances, even if results haven`t quite gone so well in recent weeks.

Limbrick came to England in 2004 to try to make a career as a professional footballer. However, he soon decided to focus on coaching and was given roles with the youth team at Boreham Wood, Wingate & Finchley and then in Southampton’s renowned academy in 2010.

He spent six years with the Saints, coaching at different age levels, including a final year spent as lead under-18 coach, working with many players who have gone on to have successful careers in the Premiership.

After a brief spell as assistant-coach to the England under-17 squad, he became West Ham United’s academy coach in February 2016 before leaving to take up the reins at Kingfield.

Eyebrows were raised when Lincoln City appointed the relatively `unknown` Danny Cowley as their new manager in May 2016.

The then 37-year-old had combined teaching with guiding Braintree Town to the play-offs after doing an exceptionally good job lower down the non-League Pyramid with Concord Rangers.

But what he alongside brother Nicky achieved in a short space of time at Sincil Bank was remarkable – promotion back to the Football League and that marvellous FA Cup run last season.

It`s little surprise that his name was being touted around as a possible contender for the vacancy at Championship outfit Barnsley.

With the season`s `squeaky bum` time approaching, there will no doubt be more vacancies going around in Leagues One and Two, but I wonder how many chairman or chief executives will have the courage to look outside the usual merry-go-round of managers who have failed elsewhere?

Battle For Promotion To The Vanarama National League Hotting-Up

With Easter fast approaching – and hopefully rather warmer weather – the battle for promotion into the Vanarama National League is really hotting up.

We could see three of the original founder members back in the competition.

Altrincham currently lead the Evo-Stik League Premier table, having suffered back-to-back relegations from the National League and then National League North.

But they look to be heading straight back up at the first attempt, although they did have a hiccup on Saturday when they were beaten 2-1 at home by the team who came down with them at the end of last season, Stalybridge Celtic.

Kettering Town, like Alty, were founder members of the Alliance Premier League in 1979 and stayed at the top level until 2001 when they were relegated.

Since then they have been in and out on more than one occasion before going down to the Southern League in 2015.

They have lost their old Rockingham Road home and now play at Latimer Park.

Weymouth were also founder members and held top grade football on the Dorset coast until 1989.

They were back again in 2004 and had three seasons back at the top level of non-League football between 2006 and 2009, but back-to-back relegations saw them return to the Southern Premier in 2010.

Three other former members of the National League, Ashton United, Witton Albion and Farsley Celtic (under its new guise) are also pushing for a place amongst the top of the non-League Pyramid from the Northern Premier League.

Ashton had just one season as a member of the National League North in 2004/05 before being relegated straight back down, while Witton were members back in 1991 until 1994 when they also enjoyed a Wembley visit in the FA Trophy Final.

Farsley came up in 2006 via the play-offs and achieved a second successive promotion the following season when a fifth-place finish in the Conference North saw them again qualify for the play-offs.

They beat Hinckley United 4–3 in the final at the Pirelli Stadium but the club’s first season in the Conference National ended in relegation back to the Conference North and financial problems led to the club being expelled from the league prior to the 2009/10 season, although they were re-admitted shortly afterwards.

However, they subsequently went into Administration and were expelled from the Conference in March 2010 after being unable to fulfil their fixtures before being disbanded later that month.

The club was re-formed as Farsley AFC and joined the Premier Division of the Toolstation Northern Counties East League for the 2010/11 season.

Since then, and after returning to their former iconic name of Farsley Celtic, they have made it back to the Evo-Stik Northern Premier and are in line for at least a play-off place.

Slough Town plied their trade in the Conference from 1990 until 1994 and again from 1995 until 1998 but have been in the Isthmian and Southern leagues ever since.

They have a smart new home at Arbour Park and are battling for at least a play-off spot in the Evo-Stik League South Premier, as are Hereford FC, who are currently favourites to take the title – a year after winning the South West division.

This is a brand-new club, however, and although it plays at the former home of Hereford United, Edgar Street, it has no connection with the club that spent from 1997 to 2006 and from 2012 to 2015 in the National League and then folded.

King`s Lynn Town are battling with the Bulls for the Evo-Stik League South Premier title and, like Hereford, are also a `new` club, having been re-formed in 2010 when they joined the ChromaSport & Trophies United Counties League.

They won promotion to the Evo-Stik North in 2012 and went up to the Premier in 2013 after which they were switched south where they have since finished ninth and thirteenth before being serious title contenders this term under former Norwich City favourite Ian Culverhouse.

The Bostik League Premier title race sees only two clubs who have experienced the top end of the non-League Pyramid – Margate and Staines Town.

Margate spent four seasons in the Conference between 2001 and 2005, while the Swans were members of the Conference South from 2009 until 2015, but their only route back will be via the play-offs as the title race looks to be between Billericay Town, Dulwich Hamlet, Folkestone Invicta and Margate.

Billericay`s ambitions have been well-documented and they have created a great deal of interest through owner/manager Glenn Tamplin bringing in former pros such as Jermaine Pennant, who has since left, Jamie O`Hara, Jake Robinson, Kevin Foley etc., and has also improved their New Lodge stadium and they are now attracting big crowds.

The stadium issue is currently clouding Dulwich`s hopes of getting in amongst the top echelons of the non-League game.

There`s no doubting the support off the field is there for Hamlet and manager Gavin Rose has done a marvellous job on the pitch, but they are currently having to play at Tooting & Mitcham United whilst the row over their current Champion Hill lease goes on.

It`s been quite a rise for Folkestone, who were only promoted from the Kent League in 1998.

Since then, switching between the Southern and Isthmian leagues, they won a place in the Bostik Premier last season and Neil Cugley`s side have surprised many by maintaining a title challenge.

Hendon are one of the biggest names in non-League football never to have tasted life in the National League.

An iconic name from amateur days, they have remained members of the Isthmian Premier since 1977 and have a new stadium at Silver Jubilee Park but, like Staines, look to the play-offs as their best chance of going up.

Outsiders in the top five challenge are Leiston, arguably the smallest club in the race.

The Suffolk outfit only made it into the Eastern Counties (Thurlow Nunn) League in 2001 after winning promotion from the Suffolk & Ipswich League and after winning promotion from Division One in 2004, became Premier Division champions in 2011 and went straight through the Bostik North in 2011/12 to win promotion to the Premier.

YIFA Set For Third `International` Outing

YIFA are getting set for their third `international` in London on April 15th.

YIFA, the Yorkshire Independent Football Association, is a non-affiliated group formed with the purpose of establishing a Yorkshire football team to enter into international competition.

A not-for-profit organisation, YIFA first became an entity on July 16th, 2017 – the result of a discussion between a number of like-minded cultural, historical and sporting groups, all determined to raise the international profile of the Yorkshire region.

YIFA has played two games since forming, sharing a 1-1 draw with Isle of Man-based Ellan Vannin in their opener in January.

Jordan Coduri scored Yorkshire’s first ever international goal as The Vikings fought back to draw.

Furo Davies had given the fourth-ranked CONIFA side the lead just 2 minutes after coming on, before Coduri scored a fine equaliser just minutes later.

In the second game, YIFA earned a convincing 6-0 win over Chagos Islands at Hemsworth Miners Welfare’s Yorkshire NuBuilds Stadium last week.

The Chagos Islands is a group of seven atolls comprising more than sixty individual tropical islands in the Indian Ocean, situated some 500 km due south of the Maldives.

Officially part of the British Indian Ocean Territory, the Chagos were home to the Chagossians for more than a century and a half.

The UK evicted them in the early 1970s and allowed the USA to build a military base on Diego Garcia, the largest of the Chagos Islands.

Today the Chagossians live in diaspora mainly in the Seychelles and the UK.

The next venture for YIFA takes place on 15th April at Haringey Borough`s Coles Park, White Hart Lane, London against Barawa, who represent the Somali diaspora in England.

The squad for the opening two games was mainly a mixture of players from the Evo-Stik League North and Toolstation Northern Counties East League.

Leagues Looking To Obtain Season Extension

With time running out thanks to the unpredictable weather over Christmas and Easter, the Total Motion Midland League has granted an extra week for its clubs to play out the remainder of games it has this season.

Pressure was mounting on the league to act with less a month left to go under the old deadline, leaving some teams with as many as sixteen games to play before the end of April.

The football body have now decided that the 7th May will be the new date that all seventy-six clubs must have played all of their games by.

The Macron Store Southern Combination League have been granted a season ’emergency extension’ by the Football Association. Sides across the county have been hit by the bad weather since the turn of the year and more than 350 SCFL matches have been postponed this season already.

After applying to the FA, both SCL Premier Division and Division One campaign completion dates have been extended by a week.

The Premier Division was due to finish on April 28th but will now end on May 5th.

A week extension has also been granted in Division 1, where originally all fixtures had to be completed by April 21st but a week extension has been added.

The Ebac Northern League has also made an application to extend the current deadline of May 5th by which matches must be played.

League secretary Kevin Hewitt said: “Due to the long spell of bad weather there is an unprecedented backlog of fixtures faced by several clubs in the league.

“We have written to the FA asking them to extend the deadline by a week.

“First and foremost, we are concerned about the impact on players of playing several games in quick succession. Professional players are not expected to play so many games in such a short period and we believe it is not fair to expect our players to do so.

“The backlog means extra work for the committees, volunteers and ground staff who are already doing such a fantastic job to make sure games go ahead.

“So many games can cause long-term damage to pitches. Spectators are also being asked to pay to watch three or four games within ten days, which we believe is unreasonable.”

Several other leagues in the non-League system will also be applying for an extension to the season and it is hoped that the FA’s National Leagues Committee will consider requests when it next meets on April 10th.

Fairclough Reveals New-Look England C Squad

The England C squad for the game against the Football Association of Ireland Amateur International XI has been announced.

The friendly will be played at Whitehall Stadium, Dublin on Sunday, 27th May, kicking-off at 2.15pm.

Paul Fairclough has named a new-look squad with only Dagenham & Redbridge striker Fejiri Okenabirhie and team-mate Charlee Adams, Kidderminster Harriers defender Fraser Horsfall, Leyton Orient’s Sam Ling and Woking centre-back Josh Staunton having been capped before.

There is also a first full squad selection for Jersey-based goalkeeper Euan Van der Vliet, who plays for St Paul’s.

Wembley Stadium Lights Up For FA Cup Entrants

Ahead of this weekend’s Emirates FA Cup Final, Wembley Stadium has lit up its iconic arch in the colours of all 737 teams to play in the competition this season.

A total of 737 teams from Step 6 of the National League system through to the Premier League took part in the 137th edition of the world’s oldest domestic cup competition, involving over 11,000 players and resulting in over 3,000 goals.

Days before the showpiece final which will be played at Wembley Stadium connected by EE, the stadium’s arch and big screen lit up to celebrate every one of the clubs, from the 370 who started in the Extra Preliminary Round in early August through to the two Premier League finalists who will be battling it out for the trophy this weekend.
